The City-Chicago was never the biggest city in Pre-Surge America, nor the brightest. Now, neither of those qualities matter because it's the only major Pre-Surge city in the area. That being said, there is no order anymore. Pre-Surge politics went out the window the second the world lost power and a plane crashed into Wrigley field, followed by a few more throughout the city. For months the city burned and was ravaged by looters and mobs, but even that eventually died down when the realizations that the power wasn't coming back and that there wasn't anything left to loot set in. The city was still in shambles though, and no one was going to clean it up. Now, 10 year later, there are still people in the city, somewhere. Isolated individuals are seldom found, there are several groups and gangs that have started to pop up, each trying to stake their claim in The City.
The University- Lake Forest College was a small, private institution, about 40 miles north of Chicago before The Surge. When The Surge hit, the college had to shut down and many students and faculty made an attempt to get back to their families. Others realized that it was hopeless to try to leave and decided to convert part of the campus into a livable walled community. Since then it has flourished in relative peace, becoming the closest thing to a Pre Surge town, though still lacking a power. Now, they continue to grow and survive, allowing those who prove they mean no harm to join The University.
Tar Mac-Scott Air Force Base was a Pre Surge military installation home to several fighter jets and many other pieces of now useless military technology. It also has an armory however, a veritable treasure trove of guns and ammunition that wouldn't have been affected by The Surge, the electronic lock keeping them in the armory however, was ruined, thus making getting in almost impossible. Legends spread quick and many have fought over getting access to this vault that would make whoever gets in incredibly powerful. Currently, a small group of Pre Surge soldiers holds the base, but it's only a matter of time before someone else will try to take over Tar Mac.
The Expanse-There's a whole world outside the state of Illinois that you can explore, if you feel so inclined. The whole world was, and still is, under the effects of the surge and no one has figured out a way to work around it, though many have tried. Most of the Southern Hemisphere is blanketed in radiation due to multiple nuclear bombardments from the Federation during the war. Most of the European Federation, Russia, and many Asian countries were also deeply impacted by the war as well, due to it's distance, the US was mostly unscathed, though some coastal areas were attacked by invading forces. So if you choose to do so, feel free to explore The Expanse.
